The proposal came as part of the group’s first report to the Homeland Security Advisory Council, which sought input in June from several border politicians, law enforcement officials, academics and business leaders.

The task force presented 18 other proposals Wednesday on issues ranging from streamlining the border crossing process to ongoing cooperation with Mexican law enforcement.

“Our goal is to get all of the Southwest border on the same playing field and draw out the realities on the border versus the rhetoric,” said Hidalgo County Sheriff Lupe Treviño, the task force’s vice chairman.

Civil rights and Hispanic groups have urged President Barack Obama’s administration in recent months to end the 287(g) program amid mounting evidence that some participating police departments have used the newly granted authority to justify racial profiling.

Maricopa County Sheriff Joe Arpaio, whose jurisdiction includes unincorporated areas outside Phoenix, has been accused of targeting individuals for immigration review based solely on their appearance and is currently facing a U.S. Justice Department investigation into alleged civil rights violations stemming from his participation in the program.

Treviño, a staunch critic of 287(g) in its current form, said Wednesday that assuming a role in enforcing federal immigration law distracts local authorities from their primary duties and can cause problems with illegal immigrants in their communities.

“We do not want a repeat of what has happened in Maricopa County,” he said.

Homeland Security Secretary Janet Napolitano announced during the summer that her department would review 287(g)’s scope. Since then, the number of participating law enforcement agencies has swelled to nearly 70.

In addition to changing the 287(g) program, the Southwest Border Task Force also urged Wednesday that Homeland Security place more emphasis on recruiting customs agents for the nation’s land ports of entry.

Although Congress has appropriated money to expand the ranks of the U.S. Border Patrol by 8,200 since 2006, hiring for customs agents has not kept pace. Homeland Security budgets for fiscal year 2009 included funds for 2,200 new Border Patrol agents but only 22 additional customs agents.

Other task force recommendations include:

>> Creating a White House office to coordinate approving applications for new border ports of entry such as the soon-to-open Anzalduas International Bridge in Mission. Currently, local entities must complete 13 steps before winning approval and deal with four government agencies outside of Congress and the White House.

>> Adopting clear definitions for terms such as “spillover violence,” which the task force suggested should be narrowly defined as violence originating within a Mexican criminal organization that plays out north of the border.

>> Setting up a federal government grant program that would routinely provide money to border-area law enforcement.

Homeland Security is not bound to implement any of the recommended policy changes, but Treviño, the vice chair, said he is hopeful they will receive fair consideration.

“If DHS — or any other federal law enforcement agency — is going to meet their mission, they are going to have to have the 100 percent cooperation of local law enforcement,” he said. “I think this is a good first step.”

(CNSNews.com) – The Department of Justice (DOJ) has launched an investigation of the Maricopa County Sheriff’s Office in Arizona following requests by congressional Democrats and allegations by liberal activists that the department has violated the civil rights of illegal aliens.

Reps. John Conyers (D-Mich.), Jerrold Nadler (D-N.Y.), Zoe Lofgren (D-Calif.), and Robert Scott (D-Va.) requested the investigation, and activists groups such as National Day Laborer Organizer Network and ACORN launched petition drives and rallies in support of the probe.

The investigation focuses on Sheriff Joe Arpaio and dozens of officers under his command who were trained through the Department of Homeland Security’s Immigration and Customs Enforcement’s Agreements of Cooperation in Communities to Enhance Safety and Security (ACCESS), which partners federal and local law enforcement to enforce immigration laws. (The Homeland Security’s Immigration and Customs Enforcement division is known popularly as ICE.)

In those 18 months, 16,000 inmates were determined to be illegal aliens. Either they have already been deported or will be deported after being tried and/or serving their sentences for crimes committed in the valley. The work being done be Arpaio’s detention staff is a likely contributor to the recent reduction in crime in the valley,” the press release added.

“That number of 16,000 represents a full one-third (1/3) of all inmates in the United States who have had holds placed on them after being identified by jail or prison officials as illegal aliens.”

The press release goes on to say that 20 percent of inmates in the Maricopa County Jail are illegal aliens and that of those, 2,000 illegal aliens – 70 percent – were arrested for felony crimes.

Those felony crimes committed included the following: forgery, 12 percent; kidnapping, 10 percent; aggravated assault, 7 percent; driving under the influence, 7 percent; drug charges, 27 percent; robbery, 3 percent; murder, 3 percent; and theft, 4 percent.

Manuel Contreras-Galdean, 33, was placed on an immigration hold last fall when Mesa police arrested him in connection with a Nov. 15 collision that fatally injured Kelly Tracy and hurt her brother Matthew Tracy.

This month, a grand jury handed down a new indictment charging Contreras-Galdean with three counts of felony forgery, Maricopa County Superior Court records show. He is accused of falsifying employment documents on three occasions: once on Oct. 3, 2003, a second time on Nov. 4, 2004 and again on Sept. 24, 2007.
Contreras-Galdean, now 33, was charged last fall with aggravated assault and manslaughter in connection with Kelly’s death. He is accused of turning his truck in front of a car carrying Kelly and her 17-year-old brother on Nov. 15.

The brother and sister were on their way to meet with their high school marching band when they were hit near Guadalupe and Sossaman roads. Matthew sustained minor injuries; Kelly died at the hospital.

Mesa police have said Contreras-Galdean was driving drunk at the time. Investigators said tests showed his blood-alcohol content was .19 – more than twice the state legal limit of .08. Authorities also believe Contreras-Galdean has been living and working in the United States illegally for almost a decade.
Contreras-Galdean is being held without bond in Maricopa County jail and remains on an immigration hold. His trial in the connection with Kelly’s death is expected to take place sometime in October, according to Maricopa County Superior Court documents.

PHOENIX — Officials with the Maricopa County Attorney’s Office said Friday that a man deported at least twice from the U.S. has been sentenced to over 15 years in prison for kidnapping.

Carlos Estrada-Marroquin, 51, has been sentenced to 15.75 years in prison after being found guilty of kidnapping and extortion charges.

According to a County Attorney’s Office news release, in October, 2008, a woman contacted the Maricopa County Sheriff’s Human Smuggling Unit and said her ex-boyfriend was being held hostage by coyotes demanding $1,200.

The caller said he knew where the woman lived and if the ransom was not paid the woman’s daughter would be kidnapped.

Sheriff’s detectives set up a sting and as a result Estrada-Marroquin was arrested. A jury convicted him in April and he was sentenced on July 10.

Officials said Estrada-Marroquin has been deported at least twice to Guatemala and he has two prior felony convictions for DUI.

County Attorney Andrew Thomas said, “Violent human smugglers threaten both citizens and illegal immigrants. The entire community is endangered by the actions of those involved in the human smuggling trade.”

For the past six weeks, a Maricopa County Sheriff’s Office deputy has been monitoring a Spanish-language radio show for threats on Sheriff Joe Arpaio’s life.

None has been heard, but the daily recording of the 740 AM morning show hosted by Elias Bermudez, an immigrant rights activist, continues. More than 45 hours of the show are stored on two dozen cassette tapes.

The monitoring started, the Sheriff’s Office says, after a tip from Bermudez. The host told the Sheriff’s Office that a caller claimed a Mexican hit man had been hired to kill Arpaio. advertisement

Bermudez said he would tell Arpaio’s office about any such calls. But there hasn’t been any since.

Bermudez said he couldn’t give the Sheriff’s Office the phone number of the caller because the station doesn’t have the equipment to track calls.

Arpaio is mentioned frequently on the show, Bermudez said. People say they wish Arpaio would drop dead or had never been born. But mostly they talk of getting him out of office and ridicule Bermudez for a stunt in July, when the activist got on his knees and begged Arpaio to stop arresting undocumented immigrants on smuggling charges.

That day, Arpaio asked Bermudez whether his statements were a threat.

Bermudez said he hopes the Sheriff’s Office will learn something by listening – not about death threats, but about the immigrant community.

That’s unlikely. The only benefit to Bermudez would be if the deputy paid to monitor his show has a ratings book.

Ok, so I have been living in Florida now for the past year and a half. I got bored tonight and decided to check my name in the On Demand Court Records for my county that I lived in when I was living in Oklahoma. I found that on Feb. 5th, my old bank filed a small claims suit against me; $1 to $1500. I am wondering on how I should go about this. It is telling me that the hearing is for March 2nd and there is no way I am traveling to Oklahoma for this. Who should I contact? My old bank or the court? Can a warrant be placed for my arrest? Someone out there has to have some legal advice for me. Thanks.

Yes I do know what this is about. I defaulted on a signature loan which I know was wrong on my part. I think right now I am about $500 in debt to the bank and owe probably $1200.

If you plan to pay the bank, then contact the bank. Make payment arrangements. Then contact the court. If you don’t plan to pay contact the court. In small claims court, it shouldn’t actually go before a judge unless you are personally notified so you should definitely contact the court and straighten things out b/c yes you can be arrested for ignoring a subpoena but the chances of them extraditing you back to OK is slim, and more then likely the judge would just rule in favor of the bank.

My sister has been in an abusive relationship for years. She has 5 kids with this man and he has beaten her severely several times. I am so frustrated that she is so brain washed, and watching her kids begging me to help them. They don’t want their father back in the house. So my only hope is that he is charged.
He bit her a few times on the face and punched her several times in the side of the head. She didn’t need stitches and a CT scan showed no injury. She has a swollen black eye and bite marks on her face.

It’s now been 17 days since Jocabed Dominguez-Torres was arrested and accused of getting drunk, running a red light and killing a 20-year-old Peoria man. Seventeen days since the courts were notified that she’s in this country illegally and thus can’t be released from jail under a new law approved by voters.

So what, you might ask, have our judges and commissioners done to comply with the overwhelming will of the people?

It’s been just over two weeks since Scott and Patty Miller lost their only son, Chris, and were ushered into the court system. Their reaction thus far?

“Complete dismay and total loss of confidence,” Scott told me Tuesday. “For us to have gone through the last two weeks trying to deal with the grieving process all the while having to fight the legal system just to do what the voters said was the right thing to do to me is just unconscionable.”

Chris Miller was killed just after 2 a.m. on March 4 when Peoria police say Dominguez-Torres, 22, ran a red light and crashed into the car in which he was riding. Her blood-alcohol level was 0.20 percent, 2 1/2 times the legal limit.

Peoria police notified court officials that she’s here illegally and that she admitted to buying forged resident and Social Security cards on the streets of Phoenix.

Yet Commissioner Kathleen Mead set her bond at $150,000. This, despite Proposition 100.

You remember Prop. 100. It’s a new law that denies bond in cases such as this to people here illegally.

It passed last November in every county of the state. It passed by the widest margin of any proposition on the ballot. It passed because 78 percent of this state’s voters decreed that it shall be the law of the land.

Just not, apparently, in Maricopa County Superior Court.

After Mead set Dominguez-Torres’ bond, a court spokeswoman explained to me that commissioners can’t deny bond on the say-so of the police or even the suspect. They must get word from an official source, she said, which is tough given that bail must be set within 24 hours of an arrest and the people in Immigration and Customs Enforcement who could give the high sign don’t work weekends.

Mead had to set Dominguez-Torres’ bond on a Sunday.

The next day, March 5, the courts got that official word from ICE when they put an immigration hold on Dominguez-Torres.

“I don’t know how much more official we can get,” ICE spokeswoman Lauren Mack told me.

Yet five days later, Commissioner Michael Barth lowered the bond to $50,000.

On Monday, a Maricopa County prosecutor asked the court’s presiding criminal judge, James Keppel, to change Domiguez-Torres’ status to non-bondable, pointing out that our state Constitution now requires it. Keppel’s response: “I’m not the Court of Appeals.”

He’s holding a hearing Thursday morning to decide whether he has the authority to overturn Barth’s bond.

No word on whether anyone in the court system is worried about whether they have the authority to overturn voters.

Neither Keppel nor the court’s presiding judge, Barbara Mundell, returned calls to explain how the arbiters of law can just ignore it.

However, courts spokeswoman J.W. Brown e-mailed me to let me know that judges are sworn to follow the law.

“Several times each week, they order individuals charged with serious felonies be held without bond,” she wrote, “when information presented to the court shows the proof is evident or the presumption is great that the person committed the alleged offense and is in the U.S. illegally.”

And yet Dominguez-Torres remains in jail on that $50,000 bond. If her family puts up $5,000, she’ll be taken by ICE to a detention center, and if she doesn’t fight deportation, she could be back in Mexico by April Fools’ Day.

PHOENIX — A 2-year-old unclaimed child was found early Saturday in a van containing 12 illegal immigrants, Maricopa County sheriff’s deputies said.

A Maricopa County sheriff’s deputy noticed a white Chevy passenger van make an abrupt u-turn at 43rd and Broadway avenues and when they pulled the van over, they found inside 12 illegal immigrants inside.

When they probed a little deeper, they also discovered a 2-year-old girl wedged in between some adults.

“I’m gravely concerned at the possibility that this child could have been kidnapped in Mexico and is being transported for sale here in the United States,” Sheriff Joe Arpaio said. The four adult women and eight men have been arrested and are in the Fourth Avenue Jail.

“When the sheriff’s Human Smuggling Unit detectives interviewed the illegal immigrants, no one would claim the little girl or provide accurate information on how to locate her parents,” said Deputy Lindsey Smith of Maricopa County Sheriff’s Office.

Deputies hope that someone will come forward with information about the incident, and the identity of the child will be solved.

This was the second time this week that police have come across illegal immigrants wedged into a passenger van.

On Monday, Arizona Department of PUblic Safety officers arrested 21 illegal immigrants at 27th and Southern avenues after the van in which they were crammed tried to ram a DPS vehicle before colliding with another car.

the defendants sentenced in 2007 in Maricopa County were found to be in the United States illegally. The sentencing range is typically between 7 and 15 years in prison. Violent kidnappings and worse have increasingly plagued law enforcement in Mexico and the nations border cities. On October 23, at least 10 people were killed in a gunfight in Nogales. Nogales and other Mexican border cities have become battlegrounds for Mexican drug cartels fighting to control smuggling routes into Arizona and other parts of the United States. To prevent this violence from spreading further into Maricopa County, the County Attorneys Office has reached out to Valley police by assigning specific prosecutors to handle these cases. Attorneys in the Special Crimes Bureau, which already handles the offices human-smuggling cases, have been tasked with cracking down on kidnappers. Three attorneys from that bureau have been designated to work with law enforcement much in the same way the offices Repeat Offender Bureau works with specially trained detectives.

Thomas stated, These kidnappings threaten the safety of neighborhoods all over the Valley. We have to stop this trend before the violence escalates. This problem is yet another unfortunate byproduct of the illegal immigration crisis, which jeopardizes the lives of not only U.S. citizens but also immigrants, legal and illegal.

Thomas was joined by Mark Spencer, president of the Phoenix Law Enforcement Association. Spencer has called Phoenix the kidnapping capital of America because of the spike in violence associated with illegal immigration.

On January 26, 2008 an 18-year-old Phoenix girl was kidnapped at gunpoint from her home. The kidnappers bound her hands and feet and held her against her will for four days. As the parents tried to negotiate the teens release, a second victim was kidnapped and after his family gave the kidnappers four vehicles he was released. He then led the police to the house where the Phoenix girl was held. Phoenix Police tracked down and arrested the suspects.

“America’s toughest sheriff” is facing a new threat of punishment in the death of a mentally ill jail inmate forced to don pink underwear. The jail dress code imposed by Sheriff Joe Arpaio of Maricopa County, Ariz., so traumatized schizophrenic detainee Eric Vogel that it may have caused his death from heart failure, two coroner’s officials concluded, and their testimony should have been presented to a jury that rejected a wrongful death claim in 2010, a divided panel of the U.S. 9th Circuit Court of Appeals ruled Wednesday. Vogel, a 36-year-old recluse who lived with his mother, was arrested by deputies on suspicion of burglary after he wandered out of his North Phoenix home in November 2001. After mental health screeners at the jail deemed him in need of psychiatric care, Vogel became hysterical when ordered to “dress out” and had to be held down and stripped naked by four deputies to force him into the pink garments. He was released a couple of days later.

Less than a month after his release, Vogel was riding in his mother’s car when she had a minor accident, and a sheriff’s deputy told him there was an outstanding warrant for his arrest. Vogel fled the scene, running four or five miles before dropping dead of a heart attack, according to court records. His sister, Yvon Wagner, filed a lawsuit alleging constitutional violations in her brother’s death. When the case went to court, the judge refused to allow her to testify at trial about Vogel’s delusional belief that he had been raped during the dressing struggle. The court also refused to allow two medical examiners to offer their opinions that the humiliating pink underwear was “likely” a factor in the man’s fatal attack of arrhythmia.

“Pink underwear sounds funny until you have a paranoid schizophrenic who thinks he’s being prepared to be raped,” said Joel Robbins, the Phoenix attorney representing Wagner in her quest to punish Arpaio, who has been dubbed by the media — and himself — as the toughest lawman in the country. The 9th Circuit sent Wagner’s case back for a new trial, but Robbins said he expected Arpaio and county authorities to petition for reconsideration by a larger panel of 9th Circuit judges.
“My experience with Maricopa is they squirm until they have to pay,” Robbins said of Wagner’s claim for unspecified damages. The attorney for Arpaio, Eileen D. Gilbride, did not return phone calls.
The 9th Circuit opinion, written by Judge John T. Noonan, an appointee of President Reagan, said Arpaio’s choice of pink for male inmates’ undergarments “appears to be punishment without legal justification.” “Given the cultural context, it is a fair inference that the color is chosen to symbolize a loss of masculine identity and power, to stigmatize the male prisoners as feminine,” wrote Noonan, who was joined by a visiting judge appointed by President Clinton.

Judge N. Randy Smith, named to the court byPresident George W. Bush, dissented, saying that Wagner’s account of her brother’s mental state was inadmissible hearsay.Arpaio has been sued repeatedly over his treatment of jail inmates. He has reduced jail meals to two daily, served surplus food, reinstated chain gangs — including for women and juveniles — and relegated some detainees to a tent city where summer temperatures often exceed 120 degrees.

The Justice Department last year revoked the sheriff’s authority to identify and detain illegal immigrants after finding that Maricopa County deputies were engaged in racial profiling. A week ago, Arpaio announced at a Phoenix news conference that preliminary results of an investigation he ordered on the authenticity of President Obama’s birth certificate had yielded “probable cause to believe forgery and fraud occurred.” Obama released the Hawaiian document to the public last year after “birthers” stirred up a national frenzy with claims that he was born in Africa and therefore ineligible to be president.

Top federal immigration officials on Friday defended Maricopa County Sheriff Joe Arpaio’s recent crime sweeps, rejecting critics’ arguments that the sheriff is violating an agreement that allows deputies to enforce immigration laws.

The officials made their remarks as 38 new officers at five Arizona law-enforcement agencies were sworn in to enforce federal immigration laws. The federally trained officers are members of the Phoenix Police Department, the Arizona Department of Public Safety, and the Pima, Pinal and Yavapai county sheriff’s offices. Now, with more than 200 trained officers and jail officials, Arizona has the most of any state in nation.

Asked about the intensifying controversy over sweeps in Phoenix and Guadalupe, Matthew Allen, newly appointed special agent in charge of Immigration and Customs Enforcement in Arizona, rebuffed accusations that Arpaio is conducting immigration raids masked as crime sweeps. Jim Pendergraph, who coordinates an ICE program that trains local police in immigration enforcement, agreed.

They said Arpaio is enforcing state laws and, in the process, arresting illegal immigrants, which is permitted under an agreement between ICE and the Sheriff’s Office.

“He has stayed within the bounds of the agreement,” Allen said.

Pendergraph said he even drove to Guadalupe on Thursday to see Arpaio’s operation for himself and “I saw nothing that gave me heartburn.”

The crime sweeps, held recently in largely immigrant and Hispanic neighborhoods in Guadalupe and Phoenix, have sparked large-scale protests accusing Arpaio of conducting immigration raids based on racial-profiling.

Phoenix Mayor Phil Gordon and Guadalupe Mayor Rebecca Jimenez have blasted the crime sweeps. Phoenix Police Chief Jack Harris also asked ICE officials to look into whether Arpaio’s crime sweeps were appropriate under the agreement.

Arpaio has maintained that he is not targeting suspects based on race and that the sweeps were in response to complaints of crime from business people and community leaders.

On Friday, he continued with a second day of sweeps in Guadalupe, despite the objections of the mayor and hundreds of protesters. He said he was considering doing more sweeps in Mesa after eight state legislators signed a letter asking him to focus his crime-suppression activities on the southeast Valley.

“We are going to arrest any illegal immigrants we come across,” Arpaio said.

Arpaio’s deputies are allowed to double as immigration agents under a federal program known as 287 (g). The program also allows jail personnel to identify foreign-born criminals in jails and prisons and process them for deportation.

Most of the seven Arizona agencies participating in the program have 10 or fewer officers and jail officials trained in immigration enforcement. The Maricopa County Sheriff’s Office has 160.

Congressional auditors are conducting a probe of the program to see how well it is working in Arizona and other parts of the country. Their report is expected in the fall.

The additional Arizona officers sworn in Friday raised questions about whether more immigration sweeps will take place in other parts of the state.

Alessandra Soler Meetze, executive director of the American Civil Liberties Union of Arizona, said she fears more local police will question drivers about their immigration status during traffic stops. That could lead to civil-rights violations and racial-profiling involving immigrants and U.S. citizens, she said.

But law-enforcement officials insisted Friday that they do not plan to use ICE-trained officers to do crime sweeps similar to Arpaio’s. Instead, the officers will be used for targeted operations aimed at arresting and deporting foreign-born criminals tied to immigrant and drug-smuggling and other criminal rings, they said.

One sergeant and four detectives from the Phoenix violent-crimes bureau completed the four-week ICE training, the first in the department to do so.

The department in recent months has taken heat from both sides of the immigration debate. Border-control advocates want the agency to get more involved in arresting illegal immigrants, and immigrant advocates say immigration enforcement should be left to the federal government.

Joe Klima, commander of the Phoenix violent-crimes bureau, said the five officers will go after violent criminals associated with human-smuggling organizations.

“We will not use this for routine immigration enforcement,” Klima said.

Pinal County Sheriff Chris Vasquez did not rule out the possibility that his five newly trained deputies will be used to arrest illegal immigrants following traffic stops, but that will not be the main focus. The deputies will instead focus on combating smuggling groups that transport illegal immigrants through Pinal County. The county is a major corridor for transporting illegal immigrants and drugs from the border into the United States, Vasquez said.

I’ve had my share of driving without privileges (5 within 1 year) and received 3 all in one month while driving trying to find a job so i could get everything paid current. So I had them put all three charges together for one court appearance, I missed that court date. So after i didn’t show up they issued three bench warrants that equaled 10,000 and i didn’t have anyone who could come forward and pay a grand so I went about my business. Then the bail bondsman sent a bounty hunter out to take me in….and he found me:/ Then my father came forward and co signed to bail me out and paid like 300 bucks and set up an arrangements for me to make payments. So I got another court date and could of swore it was in October, I called the courthouse today and they told me it was last Wednesday and 3 more warrants totaling 25,000 each were issued. I almost had a panic attack, I am so freakin scared right now. I’m really a good guy, all i have is traffic violations and they slap at bond totaling 75,000!!! Isn’t this what they charge murderers!?? The bummer is I just started a new job on the 7th and start college on the 20th. Please anyone with advice on what to do and what i’m looking at here please let me know, thanks!!

I was in Nassau County, FL working a special event as a cameraman. I am a 22 year-old male. We didn’t know that Nassau has a no sexually oriented business law. I walked around and filmed about 6 minutes of footage which girls did flash, and a guy licked his friends exposed breast for a second. I never once asked them to expose themselves, I just documented. They just did because of the camera there. Shortly after the club was raided by undercover cops inside taking 16 people to jail including another cameraman, the bar owner, patrons, and 7 girls that flashed. Everyone was of age. They confiscated my camera and tape as evidence and are charging us with 847.011 (which is Obscenity Promote which is a First Degree Misdemeanor) and County Nudity Ordinance (which is civil). This is my first time ever being arrested or anything negative at all. I spent 15 hours in Jail and bailed at on $1004 bail ($502 per charge) paid in full up front without a bonds man. My court date is Nov 9th and I was wondering what you think my sentence and fines would be given no priors or anything else on record. I am hoping it would be dropped, but what could I be looking at? Also, they reviewed my tape while writing up my charges, but I’m afraid because I was the one taping that they may add charges come my court date. Is that possible or am I only looking at what I currently have against me? Thank you for your time.

Given the amount of money that the US government is using to bail out the economy, is there a chance that it won’t be able to sell its bonds to China and that the US government itself will become insolvent, or does the currency just continue to devalue as the US prints more money infinitum?

Therefore always paying its debts, just with currency that is worth less and less and if that happens, doesn’t the US government have to offer to pay very high interest to attract buyers (like China) of its debt.

How can this period of overspending by our government, not result in hyper inflation?

Is it possible that Our government doesn’t sell its debt anymore because no-one will buy it and just devalues the currency by printing to make good on the debt it already owes?

I”m just trying to get my arms around what is going to happen to this country over the next 6 months or so as I believe that it will happen that rapidly if not sooner.

Is there a name for an economy that has rising interest rates while business is slowing and the GDP is shrinking and unemployment is rising and there is deflation in everything but the cost of money because of the inability of a government raise the funds it needs to survive?

The conspirator, according to Martos, is Quintero’s girlfriend, a juvenile of 16 or 17 years of age, who has also been charged.

According to Martos, Quintero’s girlfriend went to the house of the victim, a former boyfriend of hers, and called him outside.

Martos said, after the victim stepped outside, Quintero, “literally came out of the bushes and shot him.”

In August 2009, Quintero pled guilty to an amended count of possession or use of marijuana, designated a class 1 misdemeanor, and was placed on one year probation.
A.R.S. 13-901.01 (A) provides that any person convicted of a first offense for personal possession is eligible for probation and states, “The court shall suspend the imposition or execution of sentence and place the person on probation.”

Statute also requires that the defendant participate in an appropriate drug treatment or education program for which he must pay to the extent of his financial ability.

Quintero’s probation specifically stated he not possess or control any firearms, ammunition or prohibited weapons, as defined by A.R.S. § 13-3101, which indicates, since he had no prior felony convictions or charges of domestic violence, he was prohibited by virtue of being an “undocumented alien.”

While the charges against Quintero also cite his ineligibility to receive public benefits, A.R.S. 13-3418 (C) specifically excludes from that definition “benefits available for drug abuse treatment, rehabilitation or counseling programs.”

As part of his unsupervised probation, Quintero was ordered to complete a minimum of eight hours of drug education within 120 days of sentencing, pay a probation service fee of $65 per month and a fine of $1,380.

The court also ordered the docket to be updated to reflect defendant’s true name as Manuel de Jesus Quintero Cabanillas.

Now, less than three months after being discharged from probation, Quintero was arrested for being in possession of a weapon and conspiring with his juvenile girlfriend to attempt to murder her former boyfriend, who was treated for a non-life threatening gunshot wound.
Quintero is scheduled for arraignment at 8:30 a.m. on Nov. 3 at the regional court center located at 201 W. Jefferson, Phoenix.

Scores of mostly college and high school students marched in downtown Phoenix Friday afternoon to protest Sheriff Joe Arpaio and his continued crackdown on illegal immigrants.

The protesters gathered at a park near Central Avenue and Fillmore Street and began marching about 3:30 p.m. toward a downtown building where Arpaio and his office leases space. The marchers were planning to go from there to the state Capitol by 17th Avenue and Jefferson Street.

In the earlier protest Tuesday, just outside Trevor Browne High School in northwest Phoenix, six people, including two juveniles, were arrested by Phoenix police on suspicion of disrupting a thoroughfare and disorderly conduct. That event drew about 150 people and led to a shutdown of a portion of 75th Avenue.

Dream Activist has organized acts of civil disobedience in more than six cities in recent years, including the one in Phoenix, that have resulted in the arrests of more than 60 young undocumented immigrants, many of them students or recent graduates, a group spokesman said earlier this week.

At Tuesday’s march, protesters repeatedly chanted “undocumented and unafraid” during the nearly 4-hour protest.

Some held signs reading “Support the DREAM Act!” and “We will no longer remain in the shadows.”

Depending on the nature of the original ticket, however, the most likely scenario is that you will have to post bond on the warrant and might get held at the court for a while.

ANTHEM, AZ — Forty suspected undocumented immigrants were reportedly arrested within a four hour period in the North Valley Monday night.

During a human smuggling saturation patrol, Maricopa County Sheriff‘s federally trained deputies made the arrests during four separate traffic stops near Anthem Way, according to MCSO.

Sheriff Arpaio said his human smuggling deputies arrested 25 undocumented immigrants during the investigation on state felony human smuggling charges, which is a class four felony.

Those arrested last night on state human smuggling charges reportedly admitted to paying between $1,000 and $5,000 for illegal entry into the United States from Mexico.

MSCO said the remaining 15 undocumented immigrants arrested were processed by sheriff‘s deputies and turned over to Immigration and Customs Enforcement.

Monday night’s arrests reportedly bring the total booked under state felony human smuggling charges by sheriff‘s deputies to 1,637 since the law was enacted.

The same human smuggling deputies arrested four Chinese undocumented immigrants originating from Beijing less than a week ago at the exact same location, according to the report.

MCSO said they also appeared to be using Mexican smugglers to gain illegal entry into the United States through Mexico.

You’ve heard a lot about the Justice Department’s lawsuit to stop the new Arizona immigration law. But that’s just one part of the Obama administration’s multi-front war on immigration enforcement in Arizona.

In addition to the drive to kill the new law, Attorney General Eric Holder is also suing the Maricopa Community College system in Phoenix, alleging it broke the law by requiring a job seeker to provide a green card before being hired. And on Thursday the Justice Department filed suit against the Maricopa County Sheriff’s office, run by the flamboyant Joe Arpaio, as part of an extended investigation into alleged civil rights violations there.

Despite the splash of attention from the newest lawsuit, the Justice Department’s investigation of Arpaio could end badly for Holder. When the Department first informed Arpaio that a probe was under way, back in March 2009, it sent a letter saying the investigation would focus on “alleged patterns or practices of discriminatory police practices and unconstitutional searches and seizures.” But now we learn that just six months before that, in September 2008, the Immigration and Customs Enforcement agency, known as ICE, did its own investigation of Arpaio’s office — and gave it a clean bill of health. Arpaio’s lawyers recently got a copy of the ICE report through the Freedom of Information Act.

ICE officials evaluated how the sheriff’s office performed under a law that allows specially trained local law enforcement officers to enforce parts of federal immigration law. The Maricopa County Sheriff’s Office, which is the largest sheriff’s office in the Arizona, has 189 officers who have been trained by ICE to enforce federal immigration statutes.

The report, crammed with acronyms and bureaucratese, is not light reading. But struggle through it, and the key sentence is this: “The OI and DRO supervisors consider the conduct and performance of the MCSO … Officers to be professional and meeting the requirement of the MOA.” Translated, that means officials from the Homeland Security Department’s Office of Investigation (OI), along with officials from the Detention and Removal Operations office (DRO), concluded that the Maricopa County Sheriff’s Office (MCSO), in its handling of illegal immigrants, acted in a professional manner and complied with a memorandum of agreement (MOA) under which the government gave them the authority to enforce federal law. That agreement included a ban on racial profiling.

ICE investigators also interviewed top federal officials involved in illegal immigrant cases in Arizona. They found an “excellent” working relationship between the sheriff’s office and the feds. ICE talked as well to federal prosecutors in Phoenix, who described the cases brought by Maricopa County as “high quality.”

ARREST AND BOOKING

When an individual is arrested, generally, they will be taken to a local law enforcement station for booking. During the arrest and booking process, bail will be set, if applicable. After they have been booked, the defendant has several options for release.

The booking process basically consists of fingerprinting, background check, check for warrants and getting into the computer system. The detainee will be searched for weapons. Their personal belongings will be catalogued and retained by the jailer. During their time in jail the detainee will not have access to their money, credit cards, cell phones, etc.

After fingerprints are taken, the arrestee is taken to a cell. The cell may or may not have a payphone for use. Some jails allow for phone calls before the person is brought to the cell, others will give phone access when it is convenient for the jailer.

There is considerable work involved on the part of the jail to get the individual “processed in”. After the jailer has done this work, the computer system needs to update. The entire process can be time consuming. Some jails, especially smaller jails, do this quickly and efficiently and are complete with “processing in” in an hour or less. Other jails take several hours to accomplish this. The busyness of the jail is also a large factor in determining the time required to process an arrestee.

Own Recognizance (also known as “O.R.”)

Defendants can be released on their Own Recognizance, also known as “OR”. This is usually reserved for lesser crimes. Only a judge can decide to release a detainee on OR. In such a case, the defendant is released with a written promise to appear in court.

Property Bond

Release from jail may be obtained by posting a property bond with the court in some. Because Property Bonds involve real estate and can be likened to the buying or selling of a home, the process usualy takes several weeks.
